This report aimed at assessing the conditions in four districts – Arua, Ntoroko, Nebbi, and Zombo as well as Arua City, a major commercial hub in Northwestern Uganda.

The overall objective was to understand the conditions in locations hosting cross-border arrivals from the DRC along four key criteria – safety and security; standards of living; access to livelihoods; and social cohesion. Additionally, the report provides an overview of the impact of natural hazards in these districts. With an overarching project aimed at contributing to strengthening social cohesion and security in the border lands between the DRC and Uganda, this report provides an evidence base on the current conditions in these locations, as well as vulnerabilities at the community level.

The analytical framework for this report was based on the IASC Framework for Durable Solutions with three of the eight durable solutions criteria (safety and security; standards of living; and access to livelihoods) included in the data collection and analysis. While this is not a report on durable solutions to internal displacement the criteria were used as basis for data collection, analysis and organizing the indicators along thematic lines to understand in which thematic areas communities faced vulnerabilities.
